lol…. oh my. I am not talking about the html alone. I am talking about your overall message pertaining to IO as very low which is not.
For normal shared hosting, 1MB/s is standard and not even considered as very low. This can run html site smoothly including PHP site.
Just making sure here that users will not go to their host and complain that 2MB/s or 4MB/s is very low for them hehe.

The IO limits will only affect DISK IO, and will have no effect on network. It also doesn’t take into consideration any disk cache accesses. So, even if file is loaded from disk cache 1000 times – it will not be counted towards IO limits.
